A modern and responsive air navigation system is critical to keeping New Zealand safe, connected, growing, resilient and secure.

Te Manatu Waka Ministry of Transport tasked Scratch Design to develop a brand to support a broad independent review of air navigation systems in NZ.

The brand needed to anchor the positioning of the review, and all communications across multiple channels.

Most importantly the brand needed to communicate an independent position from Te Manatu Waka, and immediately position the brand in the air navigation sector.

The brand must:

• Clearly signal to the sector that the review is independent.
• Convey Mana and authority.
• Convey strength and simplicity.
• Meet accessible design principles.

The target audience:

• Very broad, and sector wide across all agents and users of the air navigation systems in New Zealand.
• Mostly domestic with some international stakeholders.
